The Estimates Committee of the Parliament, in its 47th Report (1967-68), recommended the setting up of a Service Selection Commission for conducting examinations for recruitment to lower categories of posts. Pursuant to this, and as an interim measure, an Examination Wing was initially added to the Secretariat Training School, subsequently renamed as the Institute of Secretariat Training and Management (ISTM).

The Administrative Reforms Commission (ARC), in its Report on Personnel Administration, drew attention to the fact that bulk of the staff of the Government at the Centre and in the States belonged to Class III and Class IV categories. Referring in particular to the identical nature of qualifications stipulated for entry into such posts in various offices, the Commission advocated pooling of the requirements of non-technical posts by different Departments and selection of personnel either by joint recruitment or through a recruitment board. It was in pursuance of this recommendation that the Government of India decided to constitute a Subordinate Services Commission under an Executive Resolution.

The Government of India, in the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re-designated as Staff Selection Commission effective from the 26th September, 1977 to make recruitment to various Class III (now Group “C”) (non-technical) posts in the various Ministries/Departments of the Govt. of India and in Subordinate Offices. The functions of the Staff Selection Commission have been enlarged from time to time and now it carries out the recruitment also to all Group “B” posts in the pay scale of Rs 9300 to 34800 with a grade pay of Rs 42000 The functions of the Staff Selection Commission were redefined by the Government of India, Ministry of Personnel, Public Grievances and Pensions vide its Resolution No.39018/1/98-Estt.(B) dated 21st May 1999 (may be seen under the heading Resolution). The new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999.

A Research and Development Laboratory was established in the modern rice mill complex of Thanjavur Co-operative Marketing Federation (TCMF) at Tiruvarur in 1968. First time in July 1942, as an experimental measure, a Service Commission with a Chairman and two members was established for recruitment of Subordinate Staff on the then North West Railway. The position was reviewed in 1945 and Services Commissions at Bombay, Calcutta, Madras and Lucknow were set up under Railway Board. These Commissions were introduced with two fold functions of recruiting class III staff and also tender advice to General Managers for dealing with appeals from subordinate staff on disciplinary matters.

In 1948, the Indian Railway Enquiry Committee reviewed working of commissions. While recommend-ing their permanency, suggested that the work related to appeals should be withdrawn so that commission can give undivided attention to recruitments. Chairman, Bombay Service Commission was given the supervisory role to Supervise Commissions at Calcutta, Lucknow and Madras. In 1949, due to financial constraints, a ban was imposed on recruitments on Indian Railways. Thus number of commissions was reduced to one and centrally located viz., at Bombay. In 1953-54, when Economic conditions of Indian Railways improved, four service commissions were again set up viz., at Bombay, Madras, Allahabad and Calcutta. In 1956, the Estimates committee generally approved the method of recruitment by the Constitution of the Railway Service Commissions. In 1973, to cater to the needs of the North Eastern Railway and to facilitate recruitment from the under developed areas of that region, an additional commission was set up at Muzaffarpur. In the same year a branch office of Calcutta Service Commission was opened at Ranchi. In 1978 one more additional Service Commission was set up at Secunderabad to cater to the needs of the then newly formed South Central Railway. Recruitment of staff for the needs of NF Railway was still being done through recruitment committee control by NF Railway . Thus in 1978 this job was entrusted to full fledged service commission with Head Quarters at Guwahati. Yet another service commission was opened in 1980 at Bangalore to cater to the needs of candidates from remote backward areas of Karnataka. In 1981 full-fledged service commission was opened at Danapur.

Examination Fee: No examination fee for SC/ ST/ Ex-servicemen/ Physically Hanidicapped/ Women/ Minorities/ Economically Backward classes candidates having annual family income less than Rs.50000. For unreserved male/ OBC male candidates examination fee of Rs.60 for Technician Gr II and Rs.40 for all other Technician Gr III categories. Southern Regional grid is connected to this synchronous grid through HVDC links.

A transmission plan has also been evolved for strengthening the regional grids and to support the generation capacity addition program of about 78,000 MW during XI Plan. In line with the perspective plan, various inter-regional transmission schemes have been undertaken for implementation by POWERGRID.
