April 16, 1853, was a public holiday in Bombay. Throughout the early afternoon, throngs of holiday makers could be seen making their way to Bori Bunder from where wafted strains of music, rendered by the Governor’s personal band.Almost six years later, on March 3, 1859, the first Railway Line inNorth India was laid between Allahabad and Kanpur. It all began one fine summer day on 16 April 1853. It was a single step of 34 kilometers from "Boree Bunder" (now Chhatrapati Shivaji Terminus) to "Tannah" (now Thane). G.I.P. Railway’s first train ever to run on the Indian soil rolled out and changed the history of India, forever. It also marked the dawn of the Railway Age in Asia - the world's largest continents. The railway line was extended from Thane to Kalyan (20 kilometers) after about a year.

The mountain barriers, which those lines surmounted, had only one parallel at that time in the history of railway construction - the Semmering Pass in the Austrian Alps.  The period 1861 to 1870 was very important for the G.I.P. Railway, because during this period, the fast growing industrial town of Mumbai was linked with Calcutta, the imperial capital of India. During the same decade, Bombay (now Mumbai) was linked with Madras (now Chennai) as also with Nagpur.Railways soon made rapid progress and put India on the world map of rail networks. Following on the footsteps of Great Indian Peninsula Railway and East India Railway, other railway companies were set-up: Bombay, Baroda & Central India Railway (BB&CI), Madras Railway and many others.

Tamil Nadu Public Service Commission has had a glorious past of 75 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper. As a result of the discretionary powers left to provincial Government, the Government of Madras and Punjab proposed to set up their Public Service Commissions. The Madras Service Commission thus came into being under an Act of the Madras Legislature in 1929. Madras Presidency had the unique honour, of being the only province in India to establish the first Service Commission. The Madras Service Commission started with three Members, including the Chairman. After re-organisation of States in 1957, several Commissions were constituted.

The Madras Service Commission became Madras Public Service Commission with headquarters at Madras in the year 1957. During 1970, when the name of the State was changed into Tamil Nadu, the Madras Public Service Commission automatically became the Tamil Nadu Public Service Commission (TNPSC).In view of its important and impartial function, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 deal with various functions and powers of the Public Service Commissions. The working of Tamil Nadu Public Service Commission is also regulated by Tamil Nadu Public Service Commission Regulation, 1954 and the TNPSC Rules of Procedure.
